I have yet to get proof that William and George are brothers, but they both list a George Sleeman on their marriage certificates as father's name, and they were both married in Flaxley, GLS within a year of each other. They also both lived in Ruardean during the1851 census.
Ancestry.com lists the parents of George2 SLEEMAN as James SLEEMAN (1784 to 1841) and Anne HOWELL (1784 to 1851).
However the wedding certificate for George Sleeman & Mary Tippens - 31st July 1842 names his father as George.
